Providing a Highway System with Reliable Travel Times

TRB’s Future Strategic Highway Research Program (F-SHRP) Web Document 3: Providing a Highway System with Reliable Travel Times details the research necessary to relieve highway congestion and improve the ability of commuters, shippers, and travelers to predict their trip time and reduce the amount of variation in their expected travel time. The F-SHRP Reliability Research Program has been crafted to address the root causes of unreliable travel times, which include traffic incidents, adverse weather, work zones, and special events.

Improving the reliability of the nation’s highway system is one of four focus areas identified by the TRB Committee for a Future Strategic Highway Research Program, as part of a $450 million research program that it recommended be established through a takedown of federal-aid highway funds under the next reauthorization of federal surface transportation programs.

Detailed research plans on the other three focus areas -- Renewal, Safety, and Capacity -- are also available.
